It looks as if the "magazine writers" posting is a scam. They have a shopping-cart based newsletter, so I'm assuming there's a fee involved. I've also flagged the post at CL. Not going to do it. I was told I'd get guidelines, I want guidelines; I don't want to be on someone's "subscription list" when I don't even know what it is.
