Sounds to me like a way to lure people in. Even if he only lures 10 people into this deal, that's a quick $50 he's earned and he can then disappear. And his line stating "I think it is perfectly reasonable to charge writers this fee to ensure they really will do the work" is garbage. A person looking to be paid isn't going to take on the work and then run off. It's far more likely for someone to demand money or articles and then never pay. I have heard of a few places that charge a fee to get jobs. Many writers at WAHM seemed happy with one company that did this, however I'd be very skeptical.
